Section 111 of Title 22 of the Delaware Code forbids all municipalities from enacting new gun laws, but apparently Councilmember Hanifa G.N. Shabazz either doesn’t know that, or simply doesn’t care. Yesterday Council member Shabazz defied state law by introducing a bill that would:
- Require registration of all firearms in the City of Wilmington
- Ban private sales of firearms between law-abiding citizens
- Require reporting of lost and stolen forearms within 48 hours
- Ban sale, manufacture, delivery and possession of standard sized magazines for both rifles and pistols
- Ban “military-style assault weapons” – whatever they are – there is no definition
- Ban possession of a firearm within 1,000,000 feet of a school.

CALL TO ACTION
Here’s what you can do:
- Call Attorney General Biden and ask that he place the City of Wilmington on notice that if this measure were to pass he would be forced to take action to nullify that action and that any arrest pursuant to that bill would be illegal and null and void.
- Call Mayor Williams and demand that he veto the measure if it passes. You may want to remind him that it is his duty to protect his police officers from the law suits that will arise from any illegal arrests that result from them enforcing this illegal ordinance.
- Call Council member Shabazz and tell her to obey the law and to withdraw her bill
- Call the other members of Wilmington City Council and ask that they obey the law and vote “NO” on Bill # 3793.
