DSSA will be holding a gun rights rally at Legislative Hall on Saturday, May 8, 2021 at 1 PM EDT. Every one needs to come and bring everyone else you know. It’s time for them to know that we law abiding gun owners ARE the majority and we OPPOSE SB3 and SB6.
SB3 “Permit to purchase” will be heard in the House Judiciary Committee on May 11th from 12:00 to 4:00 PM. SB6 “Magazine Ban” was heard today in committee and despite overwhelming opposition, it was released from committee to the ready list for the House. Meaning: they can vote on it at anytime.

Why we oppose these bills:
- SS 1 for SB 3 and SB 6 w/SA 1, are both unconstitutional under Delaware’s Bill of Rights (Article 1 Section 20)
- The permit to purchase bill discriminates against the poor by adding $400+ to obtain the permit to purchase
- The permit bill discriminates against residents of urban areas that are experiencing high levels of violent crime.
- The permit bill discriminates against minorities who made up 80% of first time buyers in 2020.
- The permit bill is discriminatory because it leaves the decision of whether a permit will be issued in the hands of local law enforcement. It is no longer sufficient to pass an FBI background, which you still have to do at the time of purchase, but local law enforcement can choose to not allow certain classes of citizens the right to keep and bear arms for any reason.
- No one is exempt from obtaining a permit to purchase a handgun Everyone must submit to fingerprinting and a background check every time they apply for the permit to purchase a handgun (every six months) on top of the FBI background check at the time of purchase.
